Born on the first day of spring 1964 in Jelenia Góra where in 1983 he passed his maturity exam in the Secondary School no.1 he passed exams to the University of Wroclaw – the faculty of History. A passionate mountain tourist, bibliophile, collector of maps, postcards and vinyl records.

Since 1990he has been the member of Karkonoskie Towarzystwo Naukowe [Scientific Association]. Since 1993 he has acted in the historical commission of Euroregion NYSA as the vice-chairman of the Polish side. Since 1997 he us the Chairperson of the Towarzystwo Przyjaciół Jeleniej Góry [Association of Jelenia Góra Friends] and since 2002 a member of the Main Board of Stowarzyszenie Archiwistów Polskich [Association of Polish Archivists]. Since 1997 he has been the editor of a scientific periodical „Rocznik Jeleniogórski”. He is a writer of almost 500 scientific and popular scientific works published in regional and national periodicals as well as Czech, Slovak and German post-conference publications. He focuses his search interests on the history of Silesia, in particular on the history of Jelenia Góra and Karkonosze as well as archival problems. His book portfolio includes among others: Guidebooks of Jelenia Góra and surroundings (1994) and Jelenia Góra – the City of Monuments (2003); historical dictionaries of the street names of Jawor (1996) and of Jelenia Góra (2001); the monograph - Outline of the development of Jelenia Góra libraries (1998); Legends of Jelenia Góra (2002), Schönau und Umgebung, (2004), Jawor and surroundings. Guidebook, (2005), Outline of the history and landscape description (2006), Jelenia Góra on old postacrds – the history written by pisture. Hirschberg auf alten Ansichtskarten – Bilder aus der Vergangenheit (2006), Szklarska Poręba. Historical monograph (2011).
